AHMEDABAD, India, Jan 12 (Reuters) - German Chancellor Friedrich Merz floated on Monday the possibility that the European Union and India could sign a landmark free trade agreement by the end of January, a move that could reshape global trade ties as protectionism rises and U.S.-India talks remain stalled.

Top EU leaders would travel to India to seal the deal if negotiations wrap up in time, Merz told reporters in the western Indian city of Ahmedabad on Monday after meeting Indian Prime Minister Narendra Modi.

"In any case, they will take another major step forward to ensure that this free trade agreement comes into being," Merz said during his first trip to India since becoming chancellor.

European Union officials have yet to comment.

A trade deal, under discussion for years, is seen as a chance for both sides to strengthen economic ties and cut reliance on China and Russia. Bilateral trade between India and the EU totalled 120 billion euros ($140.21 billion) in 2024, making the bloc India's biggest trading partner.
URGENCY GROWS

Talks have gathered pace since the United States, under President Donald Trump, raised tariffs on Indian goods and pressured New Delhi to stop buying Russian oil.

A separate India-U.S. trade deal collapsed last year after a breakdown in communication between the two governments.

The EU-India pact would follow on the heels of the European Union's recent agreement with South America's Mercosur group and support Europe's push to build new trade networks as global rules shift.

Indian Trade Minister Piyush Goyal, speaking at a separate event in the western state of Gujarat, said an agreement was almost at its final stages.

German officials told Reuters the latest talks between Merz and Modi were "very intensive", raising hopes for a breakthrough.

The EU is pushing for steep tariff cuts on cars, medical devices, wine, spirits and meat, along with stronger intellectual property rules, while India is seeking duty-free access for labour-intensive goods and faster recognition of its growing autos and electronics sectors.

An Indian official familiar with the talks told Reuters last month that disputes over steel, carbon levies and market access would need further compromise.

The two countries signed agreements on minerals, healthcare and artificial intelligence during Merz's visit.
'RENAISSANCE OF UNFORTUNATE PROTECTIONISM'

Germany, which relies on India as a growing market, is also urging New Delhi to reduce its dependence on Russian energy and arms. India still works closely with Russia, where much of its military equipment originates, on security policy, and it is one of the largest buyers of Russian gas and oil alongside China.

"We are in complete agreement in our assessment of Russia's war of aggression against Ukraine," Merz said. At the same time, he understood how dependent India still is on Russian oil and gas. "Obviously, it is not that simple in India, and I am the last person to visit other countries wagging my finger at them."

Merz chose India for his first Asian trip as chancellor, highlighting a shift in strategy among European leaders, who previously focused on China.

The German chancellor said the world is experiencing "a renaissance of unfortunate protectionism" that harms Germany and India. He did not name any countries.

While the United States has imposed tariffs on trading partners, China introduced export controls on minerals used in areas such as autos, causing months of supply chain disruption last year due to the U.S.-China trade war and affecting German carmakers.

Beijing also slapped restrictions on some semiconductors widely used in the car industry after the Dutch government's decision to seize control of Chinese-owned chipmaker Nexperia.

The Madhya Pradesh Congress has alleged that at least 15 people have died so far after drinking contaminated water supplied by the Indore Municipal Corporation (IMC), even as the BJP-led State government maintained the official death toll at five, including a woman who died on Friday (January 2, 2026).

Late on Friday night, following a statewide review meeting, M.P. Chief Minister Mohan Yadav suspended two senior IMC officials and transferred the IMC Commissioner, as the Congress called for accountability and action to be taken against all those responsible. Former CM and BJP leader Uma Bharti also lashed out at her own party’s government, seeking “maximum punishment” to all culprits.

“The State government will not tolerate negligence in the incident that occurred in Bhaagirthpura, Indore, due to contaminated drinking water. Strict decisions are being taken in this regard. The Corporation’s Additional Commissioner Rohit Sisoniya and the in-charge Superintending Engineer of PHE Sanjeev Shrivastava have been suspended. Instructions have also been given to remove Indore Municipal Corporation Commissioner Dilip Kumar Yadav,” the CM said on X.
Official death toll

In a status report submitted to the M.P. High Court, the district administration and the State Health Department said that four people, all above 60 years of age, have died so far in Indore’s Bhagirathpura due to water-related problems. Indore District Collector Shivam Verma later updated the death toll to five.

“The administration issues the figures on the basis of medical confirmation and so far, five deaths have occurred in the incident,” Mr. Verma said. “We have also constituted a team of senior doctors which will analyse the death figures which were received from other sources such as public representatives or media and then we will update our official death figure report. Till yesterday, 201 people were admitted; today, nine more people have been admitted, and the number has risen to 210.”

During his visit to Indore on Wednesday (December 31, 2025), Mr. Yadav had also said, “There is information of four deaths but Indore is a big city and [people] also go to private hospitals. So, there is a criteria of government-conducted post-mortem. But our concern is that why should even one death take place.”

Indore Mayor Pushyamitra Bhargav also told news agency PTI that he has “received information of about 10 deaths due to this outbreak”.
Delayed response

Public discontent against the IMC has worsened due to a delay in taking action on residents’ complaints of dirty water and delays in starting work to lay a fresh water supply line. After a morning review meeting, the CM had directed Mr. Sisoniya’s transfer to the agriculture department, relieved Mr. Shrivastava of the charge of the water distribution department, and issued a show-cause notice against Mr. Yadav. After criticism from the Opposition and from within the BJP, and a second review meeting, Mr. Yadav ordered stricter action against all three officials.

Mr. Sisoniya, who had handled multiple departments at the civic body, faced accusations of stalling work on a new water supply line for Bhagirathpura following residents’ complaints of dirty water. “Complaints of dirty water had been coming from the area for more than a year now. This is why the project for a new supply line was added in a note-sheet in November, 2024, and the tender was issued in August, 2025. But it was not opened and the work remained stalled,” an official at the IMC said.

At a meeting with Additional Chief Secretary Sanjay Dubey on Thursday (January 1), the mayor Mr. Bhargav is learnt to have alleged that Mr. Susoniya and other senior officials of the civic body were not listening to public representatives as he claimed that the water issues in Bhagirathpura had been brought up before officials several times in the past few months.
‘Transfer is not punishment’

After the morning transfer order against Mr. Sisoniya, the Madhya Pradesh Mahila Congress’ recently-appointed president Reena Bourasi termed the government’s actions as “a mere cover-up” and alleged that those responsible were being protected.

“The government is trying to protect the accused in the case of the death of 15 people. The government only pretended to take action after Leader of the Opposition in the Lok Sabha, Rahul Gandhi, tweeted about the incident. This government did not take any action even on the demands of its own departmental Minister and the city’s mayor,” she said, adding that the transfer of one official is not enough to fix accountability for the tragedy.

“Transfer is a part of the administrative process; it is not a punishment,” she added.
Polymicrobial contamination

At the second review meeting with top officials and public representatives of all 16 urban bodies and officials of various departments, the CM issued directions for corrective measures across the State to prevent such incidents in future. “For this purpose, instructions have been given to the concerned officials to prepare time-bound programmes,” he said on X.

More than 2,800 people have so far fallen ill after consuming Narmada river water supplied to tap connections by the civic body. A lab report of more than 70 water samples collected from Bhagirathpura and nearby areas confirmed contamination in 26 samples.

While the type of contamination is yet to be made public, a senior official said that the report suggests a “polymicrobial contamination” as bacterias, viruses and parasites have all been found in the samples.
‘Maximum punishment’

In a series of tweets, former Chief Minister and senior BJP leader Uma Bharti hit out at the State government of her own party while seeking “maximum punishment” for those responsible.

In an apparent attack on Mr. Bhargav, Ms. Bharti said on X: “In the case of Indore’s contaminated water, who is saying that they were not heard? When you were not heard, why did you continue to drink Bisleri water while sitting in your position? Why didn’t you leave the position and reach out to the public? There is no explanation for such sins — either atonement or punishment!”

“In the city that received the award for being the cleanest city in the State, such ugliness, filth, and poisoned water that has swallowed so many lives and continues to do so, the death toll is rising. The price of life is not ₹2 lakh because their families remain immersed in grief for a lifetime. A severe atonement must be made for this sin, an apology must be sought from the affected people, and maximum punishment must be given to all the culprits from bottom to top. This is a testing time for Mr. Mohan Yadav,” she said.

Indore Mayor Pushyamitra Bhargava on Friday (January 2, 2026) said he has received information about 10 deaths due to a diarrhoea outbreak caused by contaminated water in the Bhagirathpura area of the city.

However, local residents have claimed that 14 individuals, including a six-month-old infant, have died due to the health crisis. The health department has not confirmed this claim.

“According to health department data, four people have died due to the diarrhoea outbreak in Bhagirathpura. However, I have received information about 10 deaths due to this outbreak,” Mr. Bhargava told PTI.

To a question about suspected cholera spread in the area based on preliminary test reports of drinking water samples collected from Bhagirathpura, the Mayor said only the health department could provide information on the matter.

Chief Medical and Health Officer (CMHO) Dr Madhav Prasad Hasani said on Thursday (January 1, 2026) that laboratory test reports from a city medical college had confirmed that the drinking water from the locality was contaminated due to a leakage in a pipeline.

The CMHO, however, did not share the detailed findings of the report. Administrative officials have also been avoiding giving clear information about it.

Officials said a leakage was found in the main drinking water supply pipeline near a police outpost in Bhagirathpura, at a spot over which a toilet has been constructed. They claimed the leakage led to contamination of the water supply.

More than 1,400 people have been affected by vomiting and diarrhoea in Bhagirathpura over the past nine days.

A health department official, citing the situation till Thursday night, said that 272 patients were admitted to hospitals in the area, of whom 71 have been discharged.

The official said 32 of the 201 patients currently hospitalised are undergoing treatment in intensive care units.

At least nine people have died and more than 150 others have been hospitalised after consuming contaminated water in Indore’s Bhagirathpura area of Madhya Pradesh. An inquiry launched into the incident has now found the presence of bacteria “generally found in sewer water” in drinking water samples, according to officials familiar with the matter.

Notably, the state government has vowed to take emergency measures after it received massive backlash over the incident, as local residents complained of inaction over the contamination earlier.
Bacteria found in water samples?

Three days after the first patients were admitted with vomiting and diarrhoea, officials told HT on Thursday that initial findings from the inquiry pointed to bacteria “generally found in sewer water” in samples collected from the area.

Officials had earlier said the infection may have been caused by a sewage line leaking into a drinking water pipeline. On Thursday, they said further test results are still awaited before identifying the exact pathogens, as mentioned in an earlier HT report.

Dr Arvind Ghanghoria, dean of Mahatma Gandhi Medical College in Indore, told HT, “The initial report has confirmed the presence of abnormal bacteria generally found in sewer water, comprising human waste. However, we are yet to identify the bacteria as the culture report is awaited. The report of stool tests of affected patients has not been received yet. That will also make it clear.”
Indore water contamination

The National Human Rights Commission (NHRC) has taken suo motu cognisance of the water contamination issue in Indore and issued a notice to the Madhya Pradesh government, seeking a detailed report within two weeks.

“Reportedly, the residents had been complaining about the supply of contaminated water for several days, but no action was taken by the authorities,” the rights body said in a statement.

The Indore bench of the Madhya Pradesh high court has also asked the state government to submit a report, directing it to provide full details of the incident.

Meanwhile, Madhya Pradesh chief minister Mohan Yadav announced ₹2 lakh in financial aid for the families of those who died and assured free treatment for all affected patients.

According to the local administration, residents first complained about an unusual smell in the water on December 25. “The problems were going on for the past few weeks, but aggravated on December 25,” said a resident.

Officials familiar with the matter told HT that the number of people falling ill in the Bhagirathpura area continues to rise. As many as 2,456 people have reported symptoms such as vomiting and diarrhoea, and 162 of them have been admitted to hospital.
